After choosing a solution, this can be further developed, by preparing more detailed plans and drawings of constructions and/or buildings. Here more detailed design of the necessary components is also included and, based on this, a more detailed calculation of the costs. This is labour-intensive. It may also be a two-step planning process with a pilot planning project followed by the detailed planning process.

The next step is usually to draw up invitations to tender with the necessary descriptions. When a tender is accepted, the building process can start. During the building process is it important to check progress regularly.
